Voice and calling agent

The repository contains a governed voice-agent control plane, but the current release is not a live telephony integration.

There is no active Twilio, Telnyx, Vapi, Retell, SIP, or comparable outbound telephony adapter in the repository.

The implemented voice surfaces are:

• delegation policy;
• authority levels;
• deterministic call simulations;
• hospital voice provider/profile configuration;
• caller identity profile configuration;
• voice selection metadata;
• campaign configuration;
• audience manifests;
• approved-action controls;
• dry-run command planning;
• immutable simulation/human events;
• kill-switch behavior;
• human escalation.
